Make drawings z-orderable#24

Right now drawings are on their own separate layer. Make them z-orderable.

Add the same function for all objects on a board. Right now, I can’t add notes on top of an uploaded file (they are sent to the background even when added after the file).

This is indeed a much needed functionality. I’m going to merge this with another similar post! Thanks for the feedback guys :)
